District of Clearwater chief administrative officer Leslie Groulx swears in the members of Clearwater’s junior council during a town council meeting held Nov. 7.

Former town councillor Candus Graffunder originated the idea, which appears to have been a first for British Columbia. It serves as a communication bridge between the municipality and local young people. Other municipalities across the province have since adopted their own junior councils.
