Terrorists assassinated Colonel Atilla Altikat, a Turkish military attaché, on Aug. 27, 1982, on the spot the monument now occupies. The monument is a gift to Canada from the people of Turkey and is dedicated to all diplomats and public servants around the world who lost their lives in the service of their country.
