Council approved financial support to the Clearwater BC Moose Hide Campaign in the amount of $500.
A Public Hearing was held with respect to Official Community Plan amendment bylaw No. 192, 2018 and zoning amendment bylaw No. 193, 2018.
No one appeared to speak to council in favour or against the proposed changes.
Subsequent to the public hearing, council gave third reading and adoption to the Official Community Plan amendment bylaw No. 192, 2018 and zoning amendment bylaw No. 193, 2018.
Following a meeting with Minister of Municipal Affairs and Housing, Selina Robinson, at the Union of BC Municipalities Convention, council directed administration to request to meet with the Minister in Victoria with respect to furthering discussions on the Evergreen Acres Seniors Society Project.
Council agreed that a representative from Evergreen Acres, a councillor and administration attend.
Council approved a recommendation from the Parks and Recreation Committee of the Whole meeting, held Sept. 4, directing administration to develop a memorial program that will facilitate the enhancement of community spaces and global initiatives of council (this would include donation of trees).
Following a recommendation from the Joint Services Committee on Sept. 17, council directed administration to provide a report with recommendations regarding the funding request from the Clearwater and District Minor Hockey Association for the purchase of dividers and nets (for the younger age group).
The report is to address potential implications of the purchase of the North Thompson Sportsplex, budget and staffing.
Council authorized the borrowing of $144,000 to fund the installation of a new replacement refrigeration condenser at the North Thompson Sportsplex for 2019, with the loan to be repaid from the 2021-2023 North Thompson Sportsplex capital at $36,000 per year plus interest. Staff are to pursue other grant opportunities to support the project as they arise.
Council approved Policy No. 1803, which establishes a Memorial Bench Program.
The program provides the opportunity for individuals or groups to honour deceased loved ones, families or groups by having a bench with a memorial plaque installed on municipal property.
Council re-appointed Pat Ellis, K9 Control–Dog Control and Pound Keeper Services as the District’s Animal Control Officer for one year. The contract is reviewed on an annual basis.
Council directed staff to prepare a permissive tax exemption bylaw for a three-year period 2019-2021 to the not-for-profit properties as presented at the Sept. 18 Regular Council Meeting.
Council adopted Bylaw 195, 2018 establishing a cross connection control program.
Council adopted Bylaw 196, 2018, a bylaw to prepare and impose a Water Parcel Tax to finance Well No. 3 Capital Works.
Council directed administration to review the Council Remuneration Bylaw and bring back options for council’s consideration in light of the changes imposed by the Federal Government on the tax free portion of remunerations.
Council directed administration to purchase and install a bulletin board to advertise activities under the District’s Community Recreation Living Well Program.
Council directed administration to prepare a report with respect to District communications, outlining the variety of communication tools and strategies used to engage citizens (ie. professional newsletter) and outlining the feasibility of partnering with other organizations to share a professional communication officer.
